Excerpt: Blue Tiger The Blue Tiger (manufacturer designation: DE-AC33C ) is a type of high powered diesel-electric locomotive developed by AdTranz in association with General Electric . History and design The prototype was unveiled in 1996. Initially the axle load was expected to be a light 18 tonnes and the power at ~2500 kW . In practice, the German locomotives had an axle load of 21 tonnes (which is normal for this type of diesel locomotive). General Electric supplied diesel engines and electrical transmission system (which utilised IGBT -based inverters driving AC traction motors). The rest of the locomotive was built by AdTranz in Kassel . For the Pakistani export models a 16-cylinder engine was used. Bombardier took over AdTranz in 2001, subsequently the Blue Tiger locomotive was shown at InnoTrans in 2002 with a view to European orders. The German production models had a mass of 126 tonnes (axle load 21 tonnes) and an engine power of 2,430 kW. As of 2009, the class is no longer listed as a production model by Bombardier; GE lists also lists the family as a former production type . Why is public transport so inefficient in Pakistani cities? Where does the problem lie? This book is the first serious effort to answer these questions. At present urban transport in Pakistan is managed by building larger and better roads. By contrast the principles of sustainable urban transport encourage the use of non-motorized and public transport. These modes of transport can be more successful in high density Pakistani cities, but the direction of transport policy is in the opposite direction: towards heavy investment only in roads. The study of transport institutions in Pakistan indicates that transport solutions are primarily a matter of the export of knowledge from the developed to the developing world. This results in a mismatch of transport policy with local needs for mobility and safety, as well as ecological sustainability. The concept of path dependence is developed to explore how urban transport solutions in Pakistan become locked-in over time as a result of past decisions on infrastructure investment, funding priorities, organizational structure, specific techniques and mental models of international and local institutions. This book identifies institutions, techniques and discourse fields in path dependence as barriers to sustainable urban transport in Pakistan and suggested building the policy capacity of local institutions for institutional change in Pakistani cities.

Excerpt: Air Commodore Wadysaw Józef Marian Turowicz, (April 23, 1908 November 8, 1980) SP (MI), SK (MI), TP (MI), SQA , SI , usually referred to as Air Cdre. W. J. M. Turowicz, was a prominent and noted Polish-Pakistani military scientist and an aeronautical engineer. He is considered as one of the chief architects of the Pakistan Air Force and Pakistan’s space program. Turowicz, an eminent rocket scientist and an aeronautical engineer, was the leading and central figure in Pakistan’s drive to develop high-tech rocket and missile technology of its own. As Turowicz was the administrator of Pakistan’s Space and Upper Atmosphere Research Commission (SUPARCO) from 1967 to 1970, and towards the end of his career, he was appointed to the post of Air Marshal of the Pakistan Air Force. He was one of thirty high ranking Polish pilots who served in Pakistan Air Force during the Indo-Pakistani War of 1965, and is considered one of the pioneers of Pakistan’s space program, playing a central role in Pakistan’s aviation and aerospace industry. Turowicz made significant contributions to Pakistan’s missile/rocket program as a chief aeronautical engineer and has recently been referred to as the “Rocket-Missile Man of Pakistan” by some of the prominent defense analysts for his work towards the development of ballistic missile and space rocket technology. In Pakistan, he is highly respected as a scientist and noted aeronautical engineer. Turowicz was born in Zabrze, Poland, in 1908, where he graduated from High School.
